Procurement Lead
Job Description:
At IPS, we are global leaders in developing innovative solutions for the consulting, architecture, engineering, project controls, procurement, construction management, and CQV of technically complex facilities, primarily in the life sciences industry.We are looking for a talented Procurement Lead to join our industry-leading Project Delivery and Construction team at our growing Basel, Switzerland office.
In this role, you will oversee and direct activities associated with corporate and project-related procurement and contracts administration of equipment, materials, and services, and manage the effort for assigned IPS offices.
Additional Responsibilities- Coordinate and monitor procurement and contract administration efforts.
- Negotiates, manages, and leverages agreements at a project or program level.
- Negotiates and manages favorable supplier agreements. Reviews management’s decisions on equipment and material needs related to particular assignments and provides procurement support at a project or program level.
- Ensures the quality, accuracy, and completeness of procurement deliverables; compliance with established IPS standards, procedures; and provides adequate training, technical and administrative guidance, and instruction to other procurement personnel within the department.
- Develops strategic business plan for the procurement function in concert with overall company planning efforts involving technical/regulatory activities required to achieve long-range and annual goals and objectives.
- Assists in ongoing strategic planning for the whole company.
- Helps in developing departmental policies and technical standards and procedures governing the procurement function.
- Assists in the development and coordination of divisional and inter-departmental policies, procedures, and standards.
- Determines labor, resource, and financial needs at a project or program level.
- Establishes procurement budget requirements for the project and reviews/approves cost reporting submitted by Managers.
- Implements quality system by making recommendations to improve the system, implement department-level processes, as well as overall regional office implementation.
- Establishes productivity measures and a reporting system to keep those measures in check. Regularly reviews productivity/quality reports to ensure top performance.
- Contact person for inter-office labor, work sharing, and outsourcing to consultants.
- Conducts regular meetings with Project Managers and project leaders of all disciplines to ensure open lines of communication across all disciplines within the project or program.
- Special projects as assigned.
Qualifications & Requirements:
- Bachelor’s degree in Business Administration, Engineering, or Construction Management.
- 10+ years of experience in Engineering and Construction Administration.
- 5+ years of management responsibility with a proven strategic management track record in procurement and contracts.
- Experience in Contract law.
- Analytical thinking, structured problem-solving skills, superior communication skills, team building, and strong work ethic.
- Must be able to build rapport with department staff.
- Ability to work with and manage clients in the service-based industry.
- Effective communication skills, particularly in negotiation.
- A master's degree or an MBA.
- Certified Purchasing Manager.
