Responsibilities:

The HR Compliance Advisor will play a vital role in addressing and executing on MSA’s HR-related ethic concerns and HR compliance programs while safeguarding our organization by ensuring compliance with applicable laws and regulations related to international employment.

The responsibilities encompass monitoring changes in legislation internationally, implementing HR compliance training programs, conducting regular audits, addressing HR-related ethics matters, and extending expertise to M&A due diligence efforts.

The primary purpose of this role is to ensure HR compliance with all employment/labor laws (country-specific, regionally, and locally) in all the various locations for MSA (e.g., design centers, manufacturing sites, shared services, service & repair locations, etc.). This includes responsibility for monitoring changes in the business environment, legislation, and regulatory standards that may affect HR policies and procedures.

This role will conduct benchmarking studies evaluate current state processes/practices; identify and assess HR compliance risks and develop strategies to mitigate these risks; and provide guidance on complex HR compliance issues and support the resolution of HR compliance-related disputes.

This individual must apply knowledge of employment and labor laws, government regulations, and agency rules to provide input into investigations, case decisions, and legislative rollouts. Additionally, this individual will help standardize compliance reports, processes, and procedures.

This position will support HR and business leaders with training materials related to compliance and governance for HR employment law and support business leaders with ad hoc compliance training requests. This position also requires extreme attention to detail, the ability to accurately read and interpret legislative bills and briefs, strong written and oral communication skills, and a commitment to serving our internal customers.

Play a critical role in various HR Compliance Matters:

  • Serve as subject matter expert for international HR regulatory requirements by maintaining and expanding knowledge of existing and proposed country-specific, regional, and local laws.
  • Facilitate positive relationships with labor unions and minimize disruptions to operations. Ensure compliance with international HR-related Laws and Regulations.
  • In partnership with the Global Legal Compliance Manager (within Legal), develop and implement compliance programs to address legal requirements for all international locations by creating and implementing risk mitigation plans, training, and auditing.
  • Perform internal audits, identify gaps, and complete analysis for all areas of HR functions that impact MSA’s compliance. Collaborate with internal stakeholders to address gaps.
  • Collaborate frequently with the Legal, HR Shared Services, and HR Advisory teams to ensure policies, procedures, and processes adhere to regulatory standards. Write, revise, and/or implement company policies, directives, communications, and training.
  • Promote ethical behavior and integrity within the HR function.
  • Investigate, manage, and address ethical concerns raised by employees, conducting effective, thorough, and objective investigations as needed, utilizing an impartial and supportive approach through resolution.

Monitor and take preventative action:

  • Proactively monitor changes in the business environment, legislation, and regulatory standards to determine impact on international HR compliance processes and procedures to ensure continued compliance and continuous improvement.
  • Identify emerging trends and risks, recommending improvements/action plans for organizational compliance standards and processes within HR.
  • Educate staff on HR obligations and implications of their actions.
  • Foster a culture of compliance awareness.
  • Prepare reports for senior management and external regulatory bodies.
  • Maintain accurate records related to HR efforts.

Serve as Project Implementation Lead for programs and practices that mitigate risk to MSA and creating and presenting such to all levels of leadership:

  • Partner with business/people leaders, stakeholders, and HR advisors at all levels of leadership to support and recommend employment law and HR compliance solutions and to address complex questions/issues.
  • Support complex corporate projects through modeling expertise (investment evaluation, M&A, integration needs, etc.) in partnership with leadership team to facilitate growth and a smooth transition.
  • Serve as a stakeholder on other projects when there is a need for regulatory compliance input.
  • Respond to complex or escalated workplace compliance inquiries. Partners with Legal, when necessary, to ensure particularly specialized, difficult, or sensitive matters are resolved in compliance with federal, regional, and local regulations.
  • Conduct regulatory compliance review summaries and present actions to senior leadership and HR operations/advisors.
  • Appropriately maintain all work in MSA’s repositories and accurately document all project work.
  • Handle sensitive employee data, reports, and proprietary and confidential information discreetly.

Qualifications:

Experience required:

  • 4 years in HR Compliance, Compliance Project Management, Employee Relations, or a related role with primary responsibilities supporting HR regulatory compliance, policies and/or procedures.
  • 4 years advanced knowledge of international employment laws.
  • 2 years direct experience researching, analyzing, and implementing resolutions for federal, regional, and local employment and labor law compliance (e.g., Wage and hour, anti-harassment, EEOC, FMLA, Paid Sick Leaves, Leaves of Absence, etc.).
  • Proven record of strong negotiating, communication, and organizational skills.
  • Strong analytical skills and attention to detail.
  • Proven record of influencing and building relationships.
  • Able to demonstrate a willingness to embrace innovative approaches to compliance work, such as an understanding of global operations, value-based fee agreements, compliance process or project improvement, or use of technology solutions.
  • Excellent communication and teamwork abilities.

Experience preferred:

  • 4 years HR compliance experience in an organization with multiple sites in multiple countries.

Education required:

  • Bachelor’s degree in business administration, law, finance, HR, Labor Relations, or related fields. In lieu of a bachelor’s degree, 4 years equivalent work experience in a related field is acceptable.

Education preferred:

  • Master’s Degree MBA, Human Resources, or Labor Relations
  • 2 years serving as a Project Manager or Lead
  • Certification as a compliance professional
